Adding "Ranked/Social" playlists?

Is it possible to add this to the game? Just as H3 had it, split into two. This would solve a lot of problems, mostly with DLC. Make it so DLC is required for ranked, and not for social. Social would include playlists like Action Sack, but it could also have all the other playlists such as slayer.

I think this would make almost everyone happy, but is there a reason why it hasn’t been done? Can it not be added in with an update?

It could work, if they implemented CSR into the game itself and not forcing you to use the shoddy Waypoint app and go outside the game.
