I really really love halo 4 but my friend and I like to forge a lot and though we love the new features there was one missing from halo reach and that was precision editing which also helped a lot. For the race gametype we know its possible to do it with king of the hill but that way is a bit more difficult and isn’t the best for all race maps but its good for others.
I don’t think it would be very possible to add precision editing post-launch. Adding the race gametype seems a bit more possible, but it isn’t related to spartan ops so who cares right? I (like you I’m sure) was very puzzled why these 2 items were not included considering all they had to do was not delete them. Here’s what I think their reasoning was:
“Hey let’s delete that race game type that nobody uses so we can free up 59kb on one of the disks.”
“Hey let’s remove precision editing AND the ability to zoom, otherwise people might be able to see what they are forging.”

They couldn’t possibly say this considering that the Race community in Reach grew so massive that it overtook even the Infection community as a juggernaut of Customs and Forge.
The only reasons nobody is using it now are:
It’s not in the game
None of the Forge maps (good god it pains me to read that pair of words) have the right space, terrain, or objects for racing.

I agree they couldn’t have possibly said that either, but I can not think of a more likely excuse on their part other than ignorance.
Right space - Impact actually does have a lot of space for skytracks, but the other 2 were way too small. The soft kill boundaries are completely absurd.
Terrain - Horrible terrain, I always have to build my tracks in open space.
Objects - They kind of have us the shaft on flat pieces, but I have found Dominion base shields, gravity volumes, and the unique pieces on Impact to be extremely useful.
In order to get my maps compatible with RACETRACKS and substitute checkpoints (something others do not do) here is what I personally spend:
8 mongooses = 400
8 ghosts = 600
4 one way shields = 800
11 teleporters = 275
= 2075
Imagine what I could do if I didn’t have to factor that into the budget! (and spend several hours doing)
