Who else would like a addon or a mod that allows you the create your own leader, units,leader based building, a custom ability tree and maybe a bonus campaign for those custom leaders. DOn’t forget about maps which can also allow for more fun gameplay.
While this would be great I’d even be happy for just a way to create custom maps.

I would love to see Map Creation introduced above anything else besides balence. There is more leaders, or factions, than most RTS add by far so leader creation is hardly a viable and logical addition when you already got so many awsome leaders. There is only like eightish maps in the game with 16 leaders. More maps is ALWAYS a plus in my book.

That would awesome, specially the part with costum leader wheel. That would be perfect as a new game mode , of course with some restrictions like only one passive heal, only 2 drops, one heal and so on. Anyway i would love it and of course we need new maps 
I think 343i needs to take note of Starcraft’s creative community and its esports. The SC esports scene is refreshed with new maps created by the community for competitive use. It’s amazing. However, I don’t see this happening for HW2 but maybe possibly for an unconfirmed HW3?
Edit: 343i recently added some Forge competitive maps to H5 HCS. I think this practice should apply to Halo Wars, although currently the franchise does not have a means of doing this… for now.

TL;DR: It all comes down to the engine whether or not this is even possible, and assuming it is - it probably isn’t feasible.
There is no way that CA did not look at SC2 when creating HW2. And even if CA didn’t 343i would have. Just like any Software project everyone wants the final product to ship with all of the bells and whistles, perfectly balanced and without bugs. But time and money means that that won’t really happen realistically - there is only so much a team can achieve in a set amount of time.
So bringing this back to the OT, re: modding platform… Asking for a modding platform or a map creation tool (like Halo’s forge) makes sense only if it’s possible. If the engine doens’t have the hooks in place to be able to easily utilize then asking of such a tool is effectively asking them to create a full project just to interface between end-user players and the engine.
In your example of SC2, Blizzard knew that the engine would not only need to stand the test of time somewhat for the game’s competitive play and it was also used as the basis for complete other games (like HotS). Investing into interfaces that appease the heavy modding community of that game’s following as well as aiding other games so that they can make money off that investment I would argue are the major factors into why SC2 has that feature.So the question remains, can the engine support it? Unfortunately there isn’t a whole lot of info as to what engine is actually used in HW2. Our best hope as a community is that hopefully HW2 uses the TW engine as this has the same things going for it as the FPS Halo franchise and SC2 franchise. They have engines that last some time, and a couple of games before being retired and therefore have more time and a bigger ROI to bring out things like forge etc. However I have no idea what engine HW2 uses; the best info I have found on the engine used in HW2 is this Intel article: Intel Developer Zone

It would be great to see a map editor, but unfortunately the resources just aren’t there to make it work for the public.

While I want to stay optimistic, the fact that one hasn’t been released by now makes me agree with you.
I thought talking about mods is not allowed on halo waypoint.
