You don’t even get to use loadouts in SWAT. You get your DMR/BR, your pistol, and that is IT.
SWAT doesn’t recognize anything else as far as loadouts go. Adding the hardlight shield would slow gameplay down too much. You either wait for your enemy to drop his shield and catch him before he can shoot…or you pop up your shield to defend. SWAT is all about reflexes and twitch shooting…adding anything (other than new small maps) would break it.

I feel like in SWAT, the host advantage can be overcome if your team is just simply better. It definitely can be a factor though, haha.
