Ok I’ve got it! - Hear me out.
Every time a player gets reported for camping, we put a bee in a jar with their gamertag on it.
When the jar is filled, we dump all of the bees into a box, shake it vigorously, and ship it to them.
Then they get a package in the mail labeled as a “special gift” from 343. They open the box and BAM!!! ANGRY BEE ARMY!!
Nobody will ever camp again.
