Everyone in your company will get the Achilles armor when the company completes level 3 kill commendations (track progress here). In your company’s case, you have not completed level 3 in several commendations. Marine Kills is particularly behind.
Everyone in your company will get the Achilles helmet when the company completes level 5 kill commendations.
Anyone who joins the company after Achilles is obtained won’t get Achilles. If you leave or are removed from the company and they get Achilles while you’re gone, you won’t get it.
