I completed the Halo 5 campaign solo on Legendary difficulty, but i still have not been awarded the Achilles armor or even the achievement for completing the campaign. Why is that?
I did not collect all the skulls and I haven’t collected all the audio data files on every mission, so is that why it won’t work?

Achilles isn’t awarded for that. It’s awarded for completing the spartan company kill commendations
As for the achievement you likely lost connection at some point and will have to redo those levels.
Like Comedyshermit said, Achilles is awarded for your spartan company collectively finishing a large number of very tedious commendations.

Umm, well at least you completed the campaign on legendary. You don’t Achilles by doing so. You get it by completing commendations with your Spartan community.
As said above the only way to get Achilles is to join a company that has yet to get it and help them work on the commendations to receive it. Collecting all the skulls, intel and completing the campaign on legendary nets you nothing special in the game except a achievement saying you did. No emblem or armor sets… trust me you’re not the first to be upset about it. Heck my company has been working on getting it for some time now, but it’s hard to do unless you have a full 100 members and all active working on it

I feel like you knew how to get before you posted this…
You have to go into a company, then you have to make all the quotes level 4 to have the armor, and to have the helmet, you have to make the quotes max level.
