i finished the game on legendary on solo and didn’t get the achievement. has anybody else had this or a similar problem?
Same problem here, I finished the game on Legendary and solo and didn’t get any of achievements that I finished the game, the progress of achievement tells me that my progress is 93% but I finished everything 
I tried to power cycle the Xbox and tried to finish random level but it didn’t work !!
I have been having this problem with the harbinger achievement. Posted in the support forums about it 3 days ago and never got a respsonse so now its buried under a hundred other posts and wont be seen.
I’m not sure but maby try the levels with score attack off/on? That may change somthing.
The warlord achievement is also broken, so this games achievements are a complete mess really
Is there any kind of support chat or support team we can talk with??

I think this is the best way to reach out to Support. Note that there is no dedicated ‘Support’ team for Halo, so you are mainly relying on the mods or community for help.
Try tweeting @Halo on twitter maybe if this is a serious issue.
Are the achievements listed as “Done, unlocking!” on the achievements app on X1? Can you verify on your Waypoint Service record that the conditions have really been met to unlock the achievement?

The achievement app says that the progress is 93% but my waypoint service record says that I finished the whole game on legendary which I have done.

Hm, something up with the X1 cloud it seems. Since its on the Xbox side of things, you can try reaching out to @xboxSupport on Twitter and tell them that this achievement won’t unlock.
Additionally, if you use the Xbox Support Chat option, they will be able to speak to you directly, and they might even be able to manually unlock the achievement(s) for you.
