Yes it does. I did it and it worked for me. By deleting the local and cloud saves you have to play to GAME to completion again, NOT just to mission that is bugged.
When you wipe both the files, you need to the treat the game as if it was the first time you were playing it. So even though your achievement tracker is showing 97%, in reality it is really 0%. You need to complete the game in FULL again but I promise you, once you complete all missions, your missing achievements will pop. Playing the game on easy means you can speed through the levels.
I have tested this on 2 accounts and it worked for both.

I’ve completed the campaign on Normal but haven’t got achievements for completing many of the later missions or for completing the campaign, I’m also 1 off collecting all then skulls and I’ve only just got the achievement for collecting half… the tracker is showing 53%.
This sorta -Yoink- really sours my enjoyment, how can a first party game have this problem to start with?!

Sorry should have been clearer. You need to do everything as part of your run. So I did the logs, skulls etc with my easy run but at last they unlocked.

Well that kinda sucks, appreciate your help though. Cant be bothered to sit n do all this yet again, maybe come back to it another time. Thought you cant pick up skulls again though, I already have all 15 but cheevo stuck at 93%. And I know which level it is messing up that cheevo. Will I still have to go through all of them again?

Yes as I mentioned above when you wipe your local and cloud saves you are starting a fresh even though in your achievement list a achievement might say 93%. For example. The skulls achievement was stuck on 84% for me. When I started again on easy I collected all skulls again and on the last mission it went to 100% and popped. I know it’s a pain but I think you can finish game on easy in only a few hours.

Maybe I wasn’t clear but you had done this prior to the recent June 28 update. When I delete my local and cloud saves and restart the game the game updates my status based on what Halo Waypoint shows. Therefore, all missions are unlocked, all skulls are unlocked, and I can’t re-earn any skulls. I have attempted multiple times. Maybe I am not deleting the game saves correctly, but I promise, dream collector is unobtainable with the recent update if you have already earned the skulls. When you deleted the game I assume all campaign progess was lost and you could not pick out the missions individually. I also am assuming you had no skulls you could select because you had the opportunity to unlock them. With the recent update because the game pulls data from waypoint it already has all skulls unlocked and available to select. However, my campaign missions to show 0/X skulls unlocked, which is weird. So unless you did this after the June 28 update I do not agree that it works. I completely understand and believe you if you did it before the update. But I do not agree that it will work after the update. If you don’t mind, hit me up on Xbox live and talk me through the deleting process. Maybe its me to be honest. I’d love to knock this achievement out.
Update My last achievement “A Lot Extra” was not unlocking after it should for several days. - I finally got it to unlock today. I deleted my saved data from local and cloud, then began to replay every mission getting all objectives again… After completing A New Enemy with all bonus and optional objectives complete, the achievement popped on the score screen. Now, I had already done this, so I have no idea why it didn’t count internally the first time, and I shouldn’t have had to jump through all these guessing hoops for hours trying to figure out how to unlock an achievement that I should have already earned, but nonetheless, that’s what worked for me. Hope this helps.

I have to agree with Mr Bond here. I did all of this prior to the June 28th patch. Because 343 are now hardcoding the stats to read from waypoint directly they have inadvertently made things worse. Each time you delete the saves files the game will just read the waypoint progress. I believe Mr Bond did get all achievements to work with the exception of all Skulls by deleting the saves but the work around does not work 100% anymore. There is now no way to unlock all skulls. Sorry! I believe this is down to the fact that when you scroll through the missions is shows 0/1 or 0/2 instead of 1/1 or 2/2 yet all skulls are useable. It is almost a bug within and bug.
We are really snookered now, we have to wait for 343 to implement a proper fix now and not simply use the “easy” way out. Reading Waypoint was in many ways a cop out. I have said before that the Xbox Live stats and progress are 100% accurate. 343 need to sit down with the Live team and work to read the progress from Xbox Live aswell as Waypoint to fix this issue once and for all.

I also realized that my percentage tracker for the skulls and bonus objectives haven’t been increasing for a while.
I have found an issue with the new DLC for Jerome. The “you’ve been busy” achievement is not progressing when playing/winning Blitz matches. I have won 3 and played 4 with Jerome and no progress counted towards it.

Not trying to complete the campaign again that would be a waste of time, took me forever to beat mission 11 on legendary.

All the missions show that I have collected all the logs. I haven’t tried to trouble shoot it yet, but I think it might be something to do with latest patch that restored campaign progress. Perhaps it is incorrectly showing me logs I have not collected.
‘Surviving the long war’ - Complete campaign on Lengendary
I completed this achievement progressively over the year since release, solo, and I have only attempted this run threw once. I finished legendary run through a few days ago but the achievement didn’t pop up. I tried doing the last mission again to see if I need to remind the Xbox but that didn’t work either. So right now while my service record says the game was completed legendary, I don’t have the achievement.
(I hope that while fixing this issue for future patches you guys could also make it so that players who have already met the criteria for an achievement but didn’t get the achievement; get the achievement) plz… I don’t want to redo the whole campaign legendary again solo or coop.
Surviving the long war / the hard fight (legendary/heroic completion).
I completed the campaign in entirety on legendary and I made sure not to quit to menu between missions. Achievement tracker for both of these achievements is at 0%. Waypoint shows I completed it solo legendary.
P.S. while we’re at it, the achievements in Spartan Assault on iOS ever going to get fixed? 5 are unobtainable.

Collecting a Dream and The Full Story should be done but haven’t been unlocked, also A lot Extra and Palmer’s Pure Gold are showing incorrect achievement progress.

I have definitely met the criteria for the 2 I mentioned above. The game shows I have all skulls but in the mission selection menu, some missions say I’m missing their skull. As for the campaign logs, all are unlocked and show on the menu screen as such, but still nothing. I’m currently replaying the missions I don’t have all the objectives done on to get them and also get a gold medal, so I’ll report back once I’m done if they’ve unlocked. The issue started Sunday I think when I beat the Under The Dark mission but didn’t get the achievement, and I’ve been having issues since then. I just replayed it to get gold and I got the achievement for it along with the one I was missing for completing the campaign. Hope this gets resolved soon for everyone!
