We all feel your pain. This topic has been discussed to death, so many people with this problem. In fact, my issue is identical to yours, me and my bro share the cost of pretty much everything because regardless of which account redeems the codes we both get it. This is the first time I have had this. Hope they fix it before my brother gets to SR-50 or he will be losing out on the LE he helped pay for.
this is actually -Yoink-. i plan on buying the DLC maps and i want my bro to be able to play them too. Not only has -Yoink!- and 343 decided to make SPOPs exclusive to gold members (and you must be online to play), they make the freaking dlc exclsuive to one damn account… its an absolute shame what the gaming industry has become, a bunch of money hungry developers who try to make a penny off every little thing.
They never said the DLC would work across all profiles. Hell I don’t even know where you got that from to be honest. I can understand that the maps will work across profiles, but stuff like armours and emblems are like avatar items; one profile redeems them and no one else can use them.
At the end of the day it’s not going to change, deal with it, move on and enjoy the game.
You should be grateful MS lets you use map packs across accounts, can’t do that on PS3 or PC games. If I were to sign in on my steam account and buy something then someone else on my pc couldn’t use it, same with PS3 unless they bought it too.

It’s stated in the Download Agreement for each content that it will be available for every account in the same console it was first installed to.
its always been that way. in fact it makes no sense for an account using the same harddrive to not be able to use something on that harddrive. 343 really really is money hungry and heres a damn example:
-crappy LE edition (not to mention the way they lied)
-like 10 different pre order bonuses
-this situation being discussed
-SPOPs being exclusive to gold members and not being able to play it if your offline (especially since episode one is ON THE DISK IT MAKES NO SENSE TO REQUIRE GOLD TO PLAY ALONE OR LOCALLY, THATS LIKE SAYING YOU HAVE TO HAVE GOLD TO PLAY CAMPAIGN BY YOURSELF OR WITH A FRIEND ON SPLITSCREEN)

thats exactly what we’re complaining about. you cant use the DLC on anyother accouunt on the same console/hardrive. its never been like this so why is 343 being so damn cheap with this game?!

Avatar items aren’t.
Stuff for Gears 3 such as guns aren’t.
If i were to buy the bf3 gun pack, I bet that other profiles on my xbox can’t use it.
It’s not to stop people from stealing, it’s more of a sense of ‘The game will recongise that this player is wearing this armour, whereas if they move console, they won’t have access to it, thus screwing it all up’
Even if you moved the profiles and content over to another xbox the secondary account won’t register that the armour is missing, it will just screw up and give you default, even if the content is there.
Why risk players data being lost or corrupting with borrowed dlc when you can just cut the head of all together and not chance it?

Do you think I’m an idiot? All I want is the armor and map packs to be available on both accounts.
AS STATED IN THE DOWNLOAD AGREEMENT.
The only Avatar content that is available for both is the one that came with Halo Reach L.ed. But every last other DLC has worked for both. No exceptions.
I promise you the map packs will be available for all profiles on that console.
It worked with the season pass of Gear 3
It works with Battlefield 3
It’s worked for all Halo games previous.
It will work with Halo 4.
However…
Armour is something completely different.
With a map pack, it doesn’t affect your account or add anything to it, it’s just a play space.
Armours, skins, weapons, avatar stuff, these are all registered to your account, it’s fine for you to use it, if you move xbox you can download it and still use it.
but what if someone else uses it, and then moves to another xbox, how will they be able to download it if it was registered to another account? There is no means to acquire it and even if they do get the other account to download it to the new xbox, they won’t be able to access it because it is locked to other users on the new console.
So all in all, it won’t happen, MS won’t do anything about it (because they don’t need to) deal with it, move on and enjoy the game.
