ive noticed that there are no videos or anything talking about a unsc shotgun in halo 4. im not sure if its been confirmed whether or not its in the complete game but it doesnt look like it considering theyve already showed us a considerable amount. if the shotguns not in the game then im gunna be pretty bummed, i liked that thing. also i think they shouldve kept jet packs.
Yes, the UNSC Shotgun is still in the game. There is even a render of the weapon that is getting a complete overhaul in the way it looks as well. Here it is

No gameplay of the shotgun in action just yet. In the current E3 build that they are letting people play, the unsc Shotgun is not included in that build. Probably still making tweaks to it for the final version of the game.
this shotgun looks a bit forerunner in my opinion

the scatter shot looks forerunner, this looks unsc enough to me but i liked the look of the one in reach better.
The build that everyone has been playing (the e3 build) doesn’t have the shotgun implemented yet but they already confirmed it to be in the game
It was one of the weapons 343 weren’t allowing people to use in the E3 build, like almost every other weapon/AA.
