If I don’t have XBOX Live and I buy CE anniversary will the title update still be effective?
it probably wouldn’t affect you very much, since you don’t play online multiplayer.
You should still be able to download the TU with a free xbox silver account. You will still need to have an internet connection to do so, but since you’re posting on these forums that doesn’t really seem to be an issue!

Unless he uses Wi-Fi in his house and he has an older 360. That means he’d have to buy a network adapter. But yes, hopefully he won’t have to do that.
