First of all, this is just an idea I am throwing out there.
I along with many others would like to see the Arbiter return in the next HALO game. But, how or why,could or would he return? Well, this is just a thought on a possible reason and why…
As we all know, at the end of Spartan Ops, Jul 'Mdama captured and escaped with Halsey and the other half of the Janus key. And we can be sure that ONI is gonna want the other half of that key. And what ONI wants, ONI gets! So naturally they are gonna be trying to find him. And they will use what ever means necessary!
But, even though 'Mdama is a rogue Elite and a deep hater of all Humans, he is still an Elite. And his actions would be brought to the Arbiter, especially since he is now at peace with the humans. And ONI would most likely in some twisted way lay 'Mdama’s actions at Arbiters feet.
Even if 'Mdama no longer recognizes the Arbiter as having any authority over him. And no longer has to answer to him. The Arbiter would be one of the first ones to turn to when trying to find him. And after his actions towards the humans and towards Master Chief in HALO4, the Arbiter himself may be all for tracking him down!
I could go on but, long story short…ONI is gonna want that Key (more than they want Halsey), 'Mdama has the key, Arbiter is at peace with the humans and one of his owns is jeopardizing that peace. Ofcourse, I don’t think this will be the main story line. But, possibly a side story or a possible way to see him fit in with returning to HALO.
I think the Arbiter will be wary about the Humans, and especially the UNSC/ONI. Yes there is a peace treaty, but behind the curtains we are basically destroying that treaty by manipulating everything that is going on in the Sangheili culture. If the Arbiter finds out Chief is alive, I could see him wanting to meet up and find Chief and help put both potentially ONI and Mdama out of power in some plot twisted way.

Change in art direction, it doesn’t get anymore simple than that, really. That said, does the old skin look better? Sure, but nothing can be done, sadly.
Anyway, i don’t think ONI cares more for the key than they do about Halsey, i think they’ll try to do a ‘two birds in one stone’ stunt. Eliminating Halsey, and taking the key at the same time shouldn’t be too difficult right? As for the Arbiter, if chief, for whatever reason, travels to Sangheilios, than the Arbiter would automatically be apart of the story by default.
Chief is in a bit of a pickle against the Storm, things aren’t looking good for Chief. All of a sudden you hear the sound of plasma burning flesh and you see the Arbiter going ape -Yoink- with duel energy swords a bit like this

With how terrible the writing is they don’t even need a reason. All they need to do is make the arbiter appear and say it was because of space magic. That would put it on par with the rest of the writing.

If you’re referring to his light skin in escalation I wouldn’t think to much of it.
The comic has made many other artistic mistakes as well. Such as four fingered Jackals, single thumbed Elites, SIVs being the same height as ordinary humans just to name a few. I think I even saw a Spartan’s armor color change one time.
If he were to appear in game he’d probably have is canonical dark skin.
I actually think that Chief is going to be exiled by the UNSC for some reason. In the H4 campaign you saw how he disagreed with Del Rio and I think something like this will happen again in Halo 5. He then starts wandering off and its like in the trailer where he is all alone out in the middle of nowhere. I have a feeling that he is going to meet up with the Arbiter and learn about something horrible has happened between the UNSC and the Storm Cevenant. The two team up like old times and has to stop the warring factions.Chief and Arbiter will have to fight against covenant, prometheans, and even UNSC marines and spartan IV’s.343 teased that halo 5 would have a dark story and I think having to fight humans will be apart of it. Then at the very end BAM! Didact shows up in promethean form.
