Does the community make the Videogame? Or Does the Videogame make the community?
The videogame makes the community, which consists of all sorts. Based on the mutually exclusive preferences within the community, if we were responsible for making the game, it would be doomed. What it takes to make good games is wisdom and intelligence from the developers, and discernment in knowing which ideas and preferences from the community should be acted on, and which ones shouldn’t.
I don’t think the community could settle their differences, to make the game. The game has brought us all together here as a community.

Taken literally, the answer to both of those is no, because 343 makes the game and video games don’t play people.
But I’m guessing you mean it more metaphorically. When you ask “does the community make the video game”, you’re actually asking if the community shapes what the video game is, meaning how much does 343 take into consideration what the community wants? I would say they’ve done a pretty good job listening to player feedback and being at least somewhat involved with the community. Sometimes not so much. But would Halo 6 be confirmed to have split-screen at this point, if it wasn’t for the community? In that sense, yes the community does make the video game, but also they literally don’t.
“Does the video game play the community?” ok, you found a clever way to ask if 343 is playing us. Are you upset that they made Sticker Shock weapon skins available for everyone? Do you not like microtransactions in Halo? If you have a particular gripe, there are plenty of places on this forum to express them.
That second sentence… WTF.
