Since Halo 3 has become free now I have created this new account to start from scratch and re-experience leveling up. I’m sure that there are a lot of new XBL accounts that have recently joined the Halo 3 experience so I think it would be a good time to redistribute Recon again for everyone. I surely would like to have it on this account.

Meh; my understanding was that they, once upon a time, said that Recon is free for everyone. Not people who were active at the time, but everyone. It didn’t help that both Halo-related wikis on the internet are claiming that the Recon armor was made into “Starter” armor, which clearly isn’t true. There’s a LOT of misinformation out there and the only comment that we’ve gotten about it is “We’re not doing it” with no justification.
Given my understanding of game design, surely a minor update could’ve been easily pushed out changing the armor’s type from “unlockable/earnable/non-starter” to “starter”. That simple change would solve all the Recon-related problems from now until forever and would reduce the thread clutter that I’m sure the veteran posters here are tired of seeing.
If 343 would take notice and see that, for some fans, it’s still an important (albeit minor) issue, I would hope that they would take a few hours to make the above change and that would shut up everybody who is, and will be, talking about it in the future.
I can assure you that if, after 6 years of the game’s release, if people are STILL asking for Recon armor the least 343 could do is tie up the loose ends and end the discussion properly by keeping to their word of “everyone can has”. I’m sure that yes, they are busy people, and they have more important things to work on, but as this is a remarkably minor request to make, I’m sure they have the time to do it with no problem.

Well to be honest with you, if most of the new users just took to Twitter/Google/Whatever they could find the answer out for themselves pretty quickly. Sure the answer may be dissatisfying to you but at the end of the day that’s the answer you’ve got.
If you want a more detailed answer then I’d recommend PMing BS Angel and asking her what’s up with it. It’s probably just a case of them not wanting to support a seven year old title, for which I don’t blame them.
That being said, if people just went on Google they could find all this stuff out without making thread after thread of asking for the same thing that they’re not going to get.
And truth to be told, recon was and still kinda is Bungies thing. With them no longer in support of the game, it makes sense that the armor moves on with them.
Besides, while it would be a nice trophy, recon still pales in personal comparison to my full scout armor.
