Personally, I think there should be a sort of Wishlist for the Customization REQ’s. Say you want a certain helmet, but you just can’t seem to get it from any pack you open. Here’s how it would work:
You can only choose one of each customization type (i.e. One Helmet, one visor, etc), that you want the most.
Only Uncommon-Ultra Rare REQ’s can be chosen, and Mythic Items, even if they’re Ultra Rare, cannot be selected either.
The REQ’s selected on the Wishlist have an increased chance of dropping in the next Gold Pack you open, and the chance increases every time you open a pack and don’t unlock the desired REQ.
You can only change the selected REQ’s on the Wishlist once a week (was a day, but that seems to short for such a large amount of categories), to prevent boosting by continously selecting REQ’s over and over again after you get them.
This would solve a lot of the gripes with the lack of purely-Arena based REQ packs, and would generally improve the experience of opening REQ packs.
I also toyed with the idea of allowing all REQ’s, not just aesthetic ones, be eligible for the Wishlist, but that would have defeated the original point.

What the OP is referring to is the MMO equivalent of “loot potential”.
The way loot potential works is it assists players who RNG is not favoring, but it doesn’t just hand out the item.
Let’s look at an example of how loot potential would work on Halo.
Lets call this player, Bob. Bob would like Hell Jumper armor. So Bob selects the Helljumper armor set for his wish list.
Now, when Bob opens up a gold pack, his loot potential begins to build. Assuming he did not aquire the Helljumper armor, his odds of acquiring Helljumper on his next Gold pack increases by a set amount, for this case, 0.5%. Bob opens up another Gold pack and does not recieve Helljumper, so Bob acquires another 0.5% drop chance. So now Bob has an increased 1% chance to aquire Helljumper, added on top of whatever drop chance the Helljumper armor already has. Bob continues this trend and opens up 10 Gold packs, and still does not have Helljumper. Bob now has a 6% total increased drop chance off of 12 Gold req packs. This trend will continue until Bob either gets lucky, and gets Helljumper, or his Helljumper drop potential is just so high that it becomes unprovable to not acquire it soon.
These are obviously example numbers, as 343 would have to play around with balance to ensure players are being rewarded, but not too rewarded. At a 0.5% increase, Bob would have to open 100 gold packs before he has a 50% increased drop potential. So in that sense, Bob still had to earn Helljumper, but his focused Loot-potential made it so he was not a victim of poor RNG.
this would be heavily abused. a wishlist is not in order. I think that if it was in the game it would cost REQ points to put it on there, the higher the value, the higher the REQ points.
