It was stated that Cotana was essentially an AI clone of Dr. Hasley.
Would it be possible that she would create another AI for use?
I think its more off a matter whether she would then could, she could make another one but I highly doubt it seeing that she is working with Jul’Mdama against the UNSC.
heck, maybe she could make one for Jul’Mdama and in H5G you end up fighting it

I think Chief should just have a Windows 10 phone, and he should the Cortana functionality on it.

Cortana is the only AI ever created from living tissue and is a copy of Halsey’s brain. I’m not sure what it would take to make another Cortana but either way I doubt it would be “Cortana”.
