I’m sure most people have seen the GI pics, and what i find shocking along with how elites have changed is that they let a minor use the sword. i thought the weapon was more sacred then that and reserved for higher ranks.
I would still like to guess at the possibility of heresy in the Covenant.
Remember these most likely arent normal elites. These are likely pirates or scavengers. Maybe those who still beleive in the great journey and are frowned upon by the rest of the covenant (all of these explain the armour)
From what I’ve seen and heard, I think that the Covenant split up into two different groups. One of the groups are rebels and the others fight alongside the humans. This may be the reason for the Minor with a sword.
This faction of Covenant is not represented by honor or the proud nature that was once the Covenant. According to Cortana, the group of elites appear to be rouge and thus honor is not of their code.
The Covenant is done. Their belief system shattered.
The Elites take what they can get.

It’s not really confirmed, but when has there ever been a blue armored elite with almost no ornamental head gear on that wasn’t a minor
OP it may look like a minor, but there has been no confirmation that it is one. plus the elites are split into 2 groups, those are the rogues

At this time the covanent are confused and we should have an incounter in the campaign 50 elites with swords and mc with a knife and auto shotgun.
Too many people are complaining too much about the Covies in Halo 4.
Complaint: They look different
Answer: There could easily be different races of each Covie species the same way there are different races of humans.
Complaint: They’re using the wrong weapons
Answer: Rogue Covies, not military. They can use whatever they -Yoink!-
Complaint: Why do they have different armor?
Answer: Once again they’re rogue Covies, not military. They can wear what they want.
Complaint: Why are Elites fighting Chief?
Answer: One last time, they’re Rogue Covies who weren’t on the front lines when the Elite rebellion went down. They don’t know anything that happened.

So a minor elite if he holds a sword title is able to wield the blade, this also goes for any other elite class as well.
