Cheif says something about it during Dawn. “These covenant seem more Zealous” or something a long the lines of that. In my opinion that means their a little more believing in the whole “after life” thing and don’t really care for treaties.
It’s very hard to reason with a religious fanatic. Also I take the lack of Brutes and (I forget the other bug like race’s name) drones that they aren’t exactly okay with the whole idea of attacking the UNSC. So I believe we’re facing a very splintered group of Covenant here.

Yes, but Frankie said you wouldn’t have to or should have to read the books.
Yes, Elites are in a civil war, Jul was part of the civil war as well, but once he escapes from being captured by ONI, he rallies a group of fanatical Covenant, that did not know the war had already ended or the truth behind the reasons it did.
They still believe that the Forerunners are truly their Gods and that their artifacts are the means to a greater evolution and existence, they also seek to destroy Humanity completely like the Covenant once did before.
Jul is however just using them for his own gain and goals, and once they find this out I doubt they will be so pleased.

Glasslands and the Thursday War explain that, but I am disappointed on how none of the characters from the books appear in the game nor do some of the events/character personalities match that of events/descriptions in the books.
Lasky, Del Rio, Spartan IV’s, Jul, Halsey, all appear in the books and the game.
There personalities also match their characters perfectly.
Someone’s been reading. Also Kilo-Five (an ODST group) was helping Avu de Telcam an elite who wanted Arbiter dead. Jul was more of an associate at the time. I haven’t read Thursday War but I’m guessing Telcam dies somehow as he’s not in Halo 4. Also Abriter and Hood have been at work making peace with each other. One more thing. Ever read Ghost of Onyx? Well you should because it helps me understand what I am gonna tell you. Some of Spartan-IIs, and Spartan-IIIs have been found, as well as Chief Mendez an overseer of the spartan programs (even the ORION project). So theres that too. Plus an engineer helped Lucy talk again (read Ghost of Onyx to know what I mean) and he and his friends came to Infintiy to upgrade it’s slipspace drive and engines.
