Wouldn’t it be cool to put npcs on the game? Like put Spartans on the map and be able to change them into any armor (even armor you haven’t unlocked) and changing the color, visor, and weapon skin! Now I know you guys might have questions like “why would they add this?” And I’ll tell you my reason. For training purposes, you could spawn Spartans, unsc marines, covenant, and forerunner enemies to battle on your map and you can select their difficulty, from easy to legendary, it can help prepare for battles in war zone and firefight, doing this can also help with challenges like trying to complete the campaign on legendary, you can battle the legendary difficulty enemies to be prepared for what will become in the campaign. This also could help with different kinds of custom game types, you can even set these npcs to wondering or waiting, and what it will do when it sees a player, either attack or defend the player. You can also use these npcs for machinamas and doing other videos with these guys in it as well, so what do you guys think would you like to put custom npcs on your custom map? Please tell me what you think below.

This has actually been a request ever since Halo 3. There are mods in Halo 3, Reach, 4 and 5(PC) to spawn in enemies. You can find videos of people doing it on YouTube and also in Halo 3 you can actually play on some of the maps (even without a modded console) by downloading them from a file share.
Damn, this would be kinda cool.
But it would require a lot of coding so the AI could react to whatever map you place it on.
Also, if you want to train for Legendary, play a lot of Firefight. It helps.
What I don’t get is 343I (and bungie) said it couldn’t be done (don’t quote me on that I don’t think they ever actually said that chill) and I’m like if modders can do it then surely so can the devs
I would never stop using forge if this were possible lol.

There’s a difference between modders adding things like this to a game and the developer adding it. Devs needs to make sure everything is stable, thoroughly tested and won’t cause any issues across the game. They need to make sure it’s something they can support moving forward.
Things like AI spawning are something that 343 is looking into, but only when they can get it done correctly. For the curious, check out some of the discussions /conversations that Tom French has on twitter regarding this. His replies touch on a few details.

I was just going to say that. People shut the idea down because it would be difficult to program and possibly to large for the One.

Ah thank you man
While I’m here, if you’ve played DOOM’s snapmaps you’ll know that people can make their own stories and stuff, imagine if we can do that on H5
