there are many games in the halo franchise where you play as a Spartan but I kinda want a game set during the human covenant war where you get to play as the covenant even if it was just one mission I think it could be cool.

The obvious one would be Halo 2. You can also technically count Halo 3 since if you play Co-OP you have the possibility to have the Arbiter and two other Elites apart of your team.
You can also technically play as the Banished in Halo Wars 2 during the Awakening the Nightmare expansion.

I think he more or less means a campaign dedicated to playing as the covenant.
Maybe one where you could play as the covenant when they glassed reach?

I mean technically you can play as the Covenant in Halo Wars 1 as well through any of the free play options. Covenant factions in both games are superior to UNSC.
Imagine this, a Halo game in the style of Alien Isolation where you are a lone UNSC marine/tech engineer and are stranded on a “Pillar Of Autumn” sized ship trying to survive and hide from The Flood!?
Honestly playing as the covenant would be awesome, though if you fight humans a lot of work would have to be put in to not make the combat doesn’t feel boring, since marines as they are now are kinda like Jackles, easy 1 hit headshots with not alot of variety.
If I remember correctly, there exist plenty of opportunities to play as covenant across the Halo history. The first and most obvious instance is the 6 Arbiter missions in Halo 2 where you play as the Arbiter. Few other examples of the possibility to play as the covenant is in Skirmish and the Advanced Tutorial in Halo Wars or in Firefight in Halo Reach.
In addition to that, there do also exist few less obvious examples like the bump possession cheat in Halo Custom Edition, Elites in Multiplayer in Halo 2, Halo 3 and Halo Reach and the possibility to play as Elites in the Halo 3 Campaign.
Halo 2 was one but it would be cool to see it again if 343 didn’t ruin it
Halo 2 was great, but I know what you mean. A full campaign as an Elite, Brute…maybe even a grunt??? With it’s own campaign against the Humans! That would be so dope! <3
