I do genuinely believe that there was interference higher up that resulted in a last minute plot change. I give 343 absolutely no benefit of the doubt, but even I don’t think they intentionally hyped up one product and delivered another. Hopefully they’ll be able to answer for that in the future.

If I remember correctly the main writer was the person who did Spartan Ops so yeah, id blame 343 on that one.

I think some one knew their writer, and we all know who he is, couldn’t pull off a script for it so they had to simplify the story…
It was the same way with Destiny. Higher-ups wanted things changed because they thought it would sell better to a wider audience. This plot was probably a lot easier to swallow than what would have happened if Locke and MC were both in an ambiguous light as they hunted and were hunted.
