$500 Million in development, 6 years, half-buttox game

I just feel like If I gave my boss a half-effort product after $500 million; I’d probably lose my job.
Where can I apply to 343 since there is no accountability? 5 months from launch and we still dont have a complete game, after 6 years.

There is NO reason I should be watching a spartan Tbag my body with a skewer through his skull. Did the dev’s even give the game a test-play? Why is the campaign so dull and lacking? Customization is a joke as well.
