So I bought a greatest hits pack (which gives 5 permanent req cosmetics, ultra rare or legendary) from the store and when I opened it, I got 5 Legendary XP Boosts! I don’t even have all of the ultra rare or legendary items! I want a refund for this! Please help.
It happened to me the same on 2 of the 3 packs that I recovered. But in my opinion you will have no refund. That’s why I did not take the time to make a complaint. I am almost certain of the answer and your post will simply be locked. I understand and I share your fustration …
Excerpt from the description of the item on Xbox Store:
> This Greatest Hits Customization REQ Pack unlocks five permanent REQs selected from visual customizations most frequently equipped by Spartans who have them – all of them Ultra Rare or better rarity, if available*.

What this means is that only certain items are in the Greatest Hits pool, and if you unlocked them all already, then you will get 5 single-use REQs instead. The Greatest Hits pack’s pool does not include everything in the normal REQ pool; just a subset. It’s entirely possible to have unlocked everything in the Greatest Hits pool without having unlocked everything in the general REQ pool.
Unfortunately, 343i doesn’t handle refunds. You’d have to talk to the retailer for that; in this case, Xbox Support. However, given the purchase description of the item, I wouldn’t expect a refund, as the item probably worked as intended, and the issue is that you simply didn’t have any REQs to unlock from that pack.

The greatest hits packs are really just a way to slow down a player’s REQ progression. Yeah you might get 5 ultra rare or legendary customization items, but that’s at 20,000 REQ points an item. If you had spent your 100,000 REQ points on gold packs, you’d have gotten 20 unlocks instead of 5.
