One of the big reasons 343 chose 85% over 0% bloom was because they thought that the Needle Rifle was too overpowered with 0 bloom.
Here is an excerpt from one of the bulletins.

That’s not to say that “Zero Bloom” doesn’t have its place in this new world order. It certainly does, but trust us: with zero bloom in place, the Needle Rifle becomes (and should be treated like) a power weapon.
Okay, so they thought that the 0 bloom needle rifle was way too powerful.
Well guess what? The 0 bloom NR = 85% NR.
That’s right, the 85% NR has no bloom, even on automatic mode. So therefore their reason to put 85% to combat the 0% “Dolphin Gun, Destroyer of Worlds” makes absolutely no sense.
The Needle Rifle has very minimal bloom at 100% if used correctly. On the other hand I’m fine just playing the Beta ZB Slayer playlist for all my zero bloom needs.

I always thought the Armor Lock complaints stemmed from the fact that it was just flat out stupid, not because it was OP haha

hm… yup, MLG does seem to be nothing but halo 2 when it comes to halo.
as for the needle rifle argument, it does auto headshot as long as any part of the reticule is touching the head, you can test this yourself by going into a custom game, picking the needle rifle and aiming for the chest with the reticule barely touching the head and it will give headshots, do the same with the DMR and you get body shots.

I knew that,that is what makes it easier to use is that it is so forgiving. Calling it “autoheadshot” is a kind of an exaggeration right?

not really, it auto-corrects if the reticule is on the head so saying “autoheadshot” is an accurate description.

False, OP. Bloom percentage is simply the amplitude, not the peroid of the time it takes for your reticle to expand and collapse. Which means, the Needle Rifle will have EXACTLY 85% of the bloom that it did previously.
Reducing the time it takes for the reticle to expand and collapse by 85% would definitely validate your OP, but this is not the case.
