343i to Unlock all Pre-Order Bonuses?

OK, not sure if I’m remembering correctly, but I do remember 343i stating that they wanted to make all of the game content, including pre-order bonuses, available to EVERYONE, including those who didn’t pre-order. Is this true? Because I’m sorta in between jobs and never had a chance to pre-order the game. I will be, however, buying the collector’s edition and console ASAP (going for my 2nd interview tomorrow :D). Is this true? Or did my eager hopefulness concoct this?

its kinda bad as a halo fan i want all armor like on halo reach i realy wanted the recon pre order bonus but on halo 4 i hope they relese the pre order bonuses as dlc or unlockables
