I want to play Forge so bad but I haven’t test out when it was release ever since that I have to change my privacy setting on xbox live which I don’t want to. (I don’t want to change because I don’t want to mess with it.) Do 343I have plans to remove it? So I can make a base in Forge or I’m just going be playing Arena and Warzone. 
Forge is fully functional,you want them to fix your privacy settings?
Surely you can change your privacy settings in your privacy settings.

This new forge isn’t available offline so, that’s probably why. You can change your settings while in forge to make it invite only. Not sure if that would help you or not.

I’m aware of Forge is not online, I just want them to change so I can play it so bad. I missing the fun in Forge.

It’s reliant on an internet connection as it doesn’t save any files locally. Everything saves to 343’s cloud servers.
