No, they are just preparing for their take-over of the franchise on August 2nd, that is when they are officially “handed the keys.” But for now you could say that 343 is the authority in Halo because Bungie hasn’t done anything in a while.

If Bungie don’t have control, then 343i must already and considering they have changed the link.=, they must have control now.
While 343i is, indeed, passionate about Halo and will likely bring a bright future to the franchise, don’t spit on the creators of the universe. Bungie shaped the way FPS games are built today with Halo, a franchise that birthed 343i as an internal MS studio when Bungie decided to move on.
OT, it has officially been stated here and on Bnet that the franchise will not be handed over to 343i until August 2nd, after the transition is prepared and after Bungie releases a farewell ViDoc to the Halo fans that made them the credible studio they are today.

Bravo - everyone should show nothing but appreciation for Bungie and what they delivered over 10 years. Without them, we wouldn’t be here today.
