If Halo 5 was in this point of development, It wouldn’t of been revealed at E3 this year, and we would probably be getting a 2015 release, not a 2014.
Now, getting back to your point, there is a few problems with making DLC required for halo 4’s war games playlists, unlike Halo 3 with Bungie - There was both ranked and social playlists, the Ranked playlists required DLC to play on a majority of all of the playlist where as with social you didn’t need the DLC to play the playlists, and this is where the problem comes in Halo 4 doesn’t have that strategy behind itself to use it, so adding in playlists is a little difficult.
Take flood for example, it requires forge islands to play the flood playlist, now, I am up to date with halo 4, so I have every piece of DLC downloaded, but a few of my friends are behind the train and are missing things like Spartan Ops missions 6-10 and Forge Islands, and when they want to play flood, we can’t because they don’t have forge islands, so they have to go and download the DLC before we can play it.
Which brings in the factor of having to purchase the DLC to play your favourite playlists, if 343i were to bring this in to playlists such as infinity slayer, big team infinity/skirmish, this could cause a massive drop in player numbers, because a majority of the time I play infinity slayer or big team, I hardly play DLC maps, it is very rare when I do.
But we do need 2 DLC based playlists,
one playlist - Big Team Battle DLC (consisting of crimson and castle based maps featuring slayer and objective gametypes - 16 players (8 v 8) )
Another Playlist - Infinity Team DLC (consisting of Bullseye and majestic maps featuring again slayer and objective gametypes - 10 players (5 v 5) )
A lot people are suggesting what gametypes to merges and removed to get these in so we can play the DLC maps, but I don’t exactly know what gametypes I personally want removed, I don’t see much point in team throwdown or capture the flag, so these two could be merged to make a new team objective playlist (4 v 4 objective gametypes - capture the flag, oddball ect), since playlists like infinity slayer and big team infinity slayer and big team infinity skirmish have big player numbers and are the most popular playlists in the game.
