It means testing is finished. It means the game is as done as it is ever going to be, and factories are now creating the discs for transport and eventual sale. It is the point of no return.
The game went gold quite a while ago as others have pointed out, so all content is final.
It has also been confirmed that precision movement in Forge is out. I haven’t seen anything regarding the XYZ coordinate editor, but frankly it was too much work to bother with. Really wish they would have put precision mode in, though.
From what I recall though, you can tweak the player rights in forge so that they either can’t enter monitor mode or simply can’t edit/place objects. I forgot which and it was a couple months back, so take it with a grain of salt I guess. Like many of the wanted features in this game we’ll have to wait till November 6th. Lots of people are either going to be really pleased or really disappointed.

no going gold means they are at a point where the game is perfect enough to be sent for rating and production, now they can sit back and do nothing, or they can continue programming things like the servers that control MM, continue bug hunting (just in case, updates can be applied post production), continue writing/ recording/ building/ programming/ rendering/ testing/ painting and otherwise working on Spartan ops.
so you tell me are they doing nothing or still working on Spartan ops and the MM servers so everything works when you stick the disc in and try find some noobs to shoot?
but to answer the op’s question, who said they removed some or any of those features, why would they focus on saying what they haven’t changed. if they removed them, then they probably had a good reason to, replaced or unessential are the main reasons to remove things.
as for setting host only/anyone editing that was in halo 3 yes or is my memory playing tricks on me.

This person is correct, Gone Gold means that the game was shipped off to the publish, copied into a million+ copies, which are then packaged into their cases, and then shipped out to retailers around the world, not testing. It takes weeks to make a million+ copies and ship them around the world to retailers so retailers have copies of the game to sell.
And if you don’t believe me, and believe that gone gold means final testing, then please, go get your head checked. We’re not talking minecraft or some Direct to drive game, we’re talking Hard copies, that Disc and Case that all of your games come in, take time to make, shrink wrap and then package.
