Of all the issues people had with H5, i’m the Jackals speaking English was least of them, talking Jackals have been a thing since the early days of the Bungie era with Halo:The Flood
I get that Infinite is supposed take cues from CE an not lean heavily on EU lore, but would have having the Jackals speaking take away from that?
Keep in mind, just because they take cues from the older games, does not mean that they will not include features or innovations from the newer games or EU.
I actually preferred it in CE where only the Grunts could speak English. It added a bit of comic relief to the game, but with the Elites and Jackals speaking in their native languages (that is, Backwards English) the Covenant still felt properly alien.
And really, I’d like as few reminders of Halo 5’s existence as possible going forward.

Thing of it is: there were always sections of the Covenant that were able to speak English at the very least in the Lore. It was incorporated only in the Grunts in game because the Grunts could get away with saying dumb things that just came out silly such as:
“Feet don’t fail me now!”
“It’s the Demon, we’re doomed!”
“Can I have his helmet?”
“Quick question: when has us going to look for them ever not ended with us dying?”
“Quick! Lift his helmet and see if it man or LADY!”
Arguably, it wouldn’t be nearly as funny if an Elite, Jackal, or Brute said those things. Though, all three factions have had their fair share of funny things to say.
Halo 4 and 5 were the first time we heard the Jackals do something other than squawk like weird birds. I found it odd that a species with such intelligence chose to speak like birds. Not to say that they can’t speak in their own tongue, but for a species allied to an overall Hierarchy that wants to extinguish Humanity’s existence, it would only make sense that they would speak our language if they were a part of the ‘shamed’ groups made to learn our tongue to listen to radio transmissions.
