I noticed a few people during the Halo World Championship had these skins. Are they available to the public? I think I read somewhere, they were for employees 343 Industries.

The 343 weapons like Greenskull’s assault rifle. They were a bugged REQ People got from the HCS Bundles. Not even supposed to be released.
