releasing the multiplayer aspect of the game without the story mode?
so like the game would be free to play, but you only get a single leader. (forge)
then if you wanted to you could buy the story pack and get the initial 6 characters
then each year you could buy a new hero pack and get 7 ish heroes and a mini-arch story mission for each hero. (about 3-6 missions)
every now and then new maps and game modes would release for free.
you could call it halo wars infinity.

yeah, but lets not limit ourselves to just halo wars 2’s story. as stated above halo wars 2 would be a story pack. it would come with roughly 6 or so leaders and have a story to tell among those leaders.
campaign packs would have a focus on larger stories and not necessarily just be about the spirit of fire. imagine playing through the halo 1 or halo 2 campaign in halo wars fashion? i can totally envision the halo 3 edition of master chief from top down view with only chief, arbiter and a few marines to complete the mission.
leader packs would be for expanding the leaders with less interesting characters or characters who dont have a story to tell. (of course i call bs since every character could essentially have a story to tell if the creators are willing to flesh it out)
halo wars infinite would be like a moba and could be played at esports and such. plus with beam allowing co-op streaming it would be interesting to see if anyone starts streaming their plays.
one thing that would be pretty cool to see is big team battle being added. 6v6 or something and all players only get 1 base. it’d play like strongholds, but without the strong holds and armies would be max population at 60 to start. then you just siege your opponents bases until one team is completely wiped out. if an ally is defeated your team gets 10 extra population per player. so 70 - 80 - 90 - 100 - 120 for each player left. total units on screen per team would be 360 - 350 - 320 - 270 - 200 - 120. so at maximum you’d have 720 units. there are at least 12 base locations on the map every 3v3 map so i think it could work with the 3v3 maps.
120 * 6 = 720 so the math equals out the same.

but that wouldnt encourage them to make more leaders/dlc to keep the game alive because the game will die. if there was a community that always played the game and that community was somewhat large enough to cover the expected costs of running online servers indefinitely through purchase of dlc then the game in theory could continue to grow just like league of legends, killer instinct and world of warcraft has.
the secret to keeping a game running is new playstyles, leaders, stories, and game modes. though the issue is that if you make a game like that then you cant continue to make packaged content games.
like for example if halo wars infinite was to exist halo wars 3 would have to be dlc for halo wars infinite otherwise you’d be competing with yourself as a company. and then you’d have to periodically upgrade graphics and animations all the time to prevent it from looking dated.
