This is likely because the idea to scrap cortana’s involvement in halo 6 came after hw2 came out.
Not to mention resolving cortana in a side game without chief would have also been weird.

I think Cortana need at least a book to explain her death. “Halo : Shadow of Reach” show Blue team and Atriox before Halo Infinite, it’s like an introduction. I have big hope for “Halo : Outcast”, but I’m also preparing to be disappointed …
