The book Halo: Glasslands may give you answers to some of your question. Just to put it in a nutshell: There is a inner conflict between the Elites(Some Elites want to have hegemony with the humans, the other group of Elites tries to prevent it)

Well in the Halo 3’s Marketing Believe, Civilians would still think Master Chief is K.I.A. in 2610 so that gives humanity civilian side.
As in ONI’s cover of the forerunners, the halo array, and the flood, he was said to have sacrificed himself to inspire other soldiers in the second battle of mombassa.(that never happened)
And a mueseum is made in 2610, detailing this info meaning that civilians would think master chief is dead even though he’s not.

Was either the GI leak or one of the Bulletins, dude. Pay attention to those Bulletins.
I think the Arbiter gets assassinated. Right now the Arbiter is if not the major player, one of the major Elites in that society, the other is Half Jaw and other Shipmasters of major fleets.
Remember all the Elite Council is dead due to the betrayal of the Prophets and Brutes so there is no true Political Leaders for the Elites only the warriors. So with Arbiter being one of the highest ranks (before Halo Trilogy it was a honor to be an Arbiter before the Prophets made it a mark of shame) most of the Elites will follow them. However there is a challenge system that Kaidons have to be wary of and if they think you are unfit to lead they can assassinate you and take over.
So I would think the Arbiter gets Assassinated, which a lot of people would get mad bc if the Arbiter dies I think a lot of fans would like to see it rather then read it in a book

The Covenant are broken up. Most species have returned to their home worlds. The Elites are trying to relearn their old ways, with different groups trying to take charge. The Arbiter, and the Servants of Abiding Truth, mainly. The Servants would like to see the Arbiter dead, and don’t seem to like Humans very much. At the end of Glasslands, there is an explosion. We don’t know what happens after it, but some force has obviously taken control and partially rebuilt the Covenant. Considering the fact that the Chief’s section of the Forward Unto Dawn is surrounded by a Covenant Fleet with Elites, Grunts, and Jackals. However, they aren’t outfitted like a standard military, so it seems to still be partially unorganized.
Humans (UNSC) seems to be doing well. They are messing with the Elites to keep their focus away from Humans and another war. They are creating a new Spartan Project, the IVs, and have created MJOLNIR Mk. VII. They have discovered and taken control of a massive Forerunner structure, and are using Forerunner tech in it. They have built a massive ship with many advancements, including those from the Forerunner tech, and it has a crew of Spartan IVs. In 2557, the Infinity is at, near, or will be at Requiem, where the Chief is. The IVs are with it, and training in simulations onboard the ship. It is unknown why it is there, fleeing from an enemy, or doing recon, but we can assume things are mostly well.
Thats what is going on as far as we know.

Some of it is, but other parts are canon, last I checked. The Museum of Humanity and the Chief being MIA since the battle of the Ark are all true.

The Chief is never listed as KIA. Unlike many Spartans, the Chief’s MIA is legit (until the Infinity finds him).
According to The Return, by 2558 the Sangheili military is still pursuing the Brutes whenever they can muster up enough ships and men. The Jiralhanae are, predictably, busy killing any Elites they come into contact with and themselves. The Prophets supplied the Jiralhanae and other species such as Jackals and certain Unggoy groups with the latest weaponry, but have recently “gone into hiding”, leaving the Brutes to basically turn on one another.
