I don’t understand how so many people got 2 free phaetons with the free MoR rec pack whilst others (like me) only got the noble armour? Is this a bug or luck?

It depends where your collection was at the point you open the pack. It you already have everything they are not going give you more armor.
Apparently if you had all of the Team Noble armor sets before opening the pack, then you got two Phaetons. I would’ve waited to open it if I’d known that beforehand, that’ll teach me for being impatient.
You can always spawn me some then vic
