Is that just bad luck or is anyone else having problems getting more phaeton cards for the commendation?
Yeah they are tough to get. I have gotten a few more. Also don’t be afraid to use your ultra rare vehicle reqs. I have actually lucked out and gotten a phaeton a couple of times with them.

Opened 4 Gold Packs since getting my Phaeton Cert. I had 8 total Phaetons before I started wasting them today.
Not just you, those and Hannibal vehicles don’t come often. I usually get at least 12 to 14 packs a day with REQs and don’t see many, and many times after saving up will buy 100 to 200 thousand req points at a time and I may get 1 or 2 of each then.
I managed to complete the Phaeton kills yesterday. Every time I get an ultra rare random I use it and hope for a Phaeton. As for actual Phaeton cards, I managed to get one yesterday which I was barely able to get the last 5 kills I needed
