So I went played the Halo CEA campaign and found the terminals. Then I went to waypoint and put in all the codes and successfully unlocked all 10 terminals. How do I get the 11th one to show up? Or is it just glitched or something?

The 11th terminal opens automatically when you sucessfully find and unlock the other 10.
